Do you have to be a U.S. citizen to fly to Mexico?

I’m trying to book a vacation for me and my boyfriend, who is 21, to Cancun this summer. He came to the U.S. from Russia when he was a kid, and has been here under “permanent resident” status. Last month, he took and passed the citizenship test, but has yet to go to court to be officially sworn in, which could take months. Would he be able to fly to Mexico without being a U.S. citizen? Or would he just need a passport? Any answers would help, thanks!

    Just a passport.

    Mexico is in no way related to the U.S.

    He needs his passport from his home country…since he cannot get an American passport until after he becomes a U.S. citizen. He must also carry his green card with him…that is what will get him back into the U.S. See site below and read the section on International Travel. If he no longer has a passport from his home country, he can get one at the embassy of that country in the U.S. OR…since he will be a citizen in a few months, and might not want to bother getting a passport from his country of birth, maybe you could take a vacation to the U.S. Virgin Islands or Puerto Rico this time…passports are not needed…he would just need to carry his green card

    America is not the be all and end all. Why on earth would a country, that has nothing to do with the USA, only allow US citizens in?
