Charlie’s right. She needs to go to the Canadian embassy in Russia and apply there. There’s one in Moscow and you don’t need an appointment – she just has to line up and fill out some forms. Make sure she has your address and phone number because she might need those. She may also need to have her flight booked so she can show that she’s returning and not planning on overstaying her visa.
