<p>I&#8217;m trying to book a vacation for me and my boyfriend, who is 21, to Cancun this summer. He came to the U.S. from Russia when he was a kid, and has been here under &#8220;permanent resident&#8221; status. Last month, he took and passed the citizenship test, but has yet to go to court to be officially sworn in, which could take months. Would he be able to fly to Mexico without being a U.S. citizen? Or would he just need a passport? Any answers would help, thanks!</p>
